Arizona Department of Health Services is hosting the 2025 Tribal Opioid & Substance Use Conference focusing on restoring balance and strengthening tribal responses through hope, innovation, and partnership. This two-day event will be held on November 18 – 19, 2025 at Great Wolf Lodge in Salt River Pima–Maricopa Indian Community.

The Tribal Opioid & Substance Use Conference will include the following tracks:
Track 1: Cultural Healing & Community Resilience
Sessions in this track will focus on traditional practices and Indigenous knowledge that support prevention, healing, and recovery as well as integrating with evidence-based treatment and harm reduction strategies. Participants will explore how cultural teachings, storytelling, and ceremony can reduce stigma and promote intergenerational resilience.
Track 2: Innovative Solutions & Emerging Technologies
This track highlights how telemedicine, mobile outreach, and other resourceful tools can and are expanding care in Tribal Nations. Sessions will share innovative, culturally responsive strategies that use technology to strengthen overdose prevention and response.
Track 3: Data Sovereignty, Data-Sharing & Decision-Making
Explore how Tribal Nations are utilizing data sovereignty, building data capacity, and using the information. This track will include examples of respectful data partnerships and how data can support programs, policy, and advocacy.
Track 4: Centering Basic Needs for Healing and Recovery
Sessions in this track will highlight strategies Tribal Nations are doing to address the foundational needs of individuals and communities, such as stable housing, employment, and access to essential services, as critical components of substance use prevention and recovery. Presentations may explore the intersection of substance use and basic needs, efforts to reduce stigma among housing providers and employers, and structural changes that support long-term healing and well-being.
- The conference will provide a space for community health professionals to network, discuss their concerns, successes and challenges, and provide best practices related to substance misuse and abuse prevention, treatment, and recovery.
