Jim Hammond has more than 35 years of local experience in the payor-provider field of healthcare administration. As the managing consultant and founder of Professional Healthcare Solutions, Jim lends his experience and expertise in value-based insurance design and contracting to payors and providers of all types, including medical management companies, Medicaid health plans, commercial health plans, physicians, large group practices, urgent care centers, alternative care providers, IPAs and integrated delivery systems.

Meaghan Kramer
Meagan Kramer is the health policy advisor to the Office of Governor Katie Hobbs and an adjunct professor at the Sandra Day O’Connor College of Law at Arizona State University. She will provide insight into the impact of HR1 (OBBA) on AHCCCS, as well as the challenges/opportunities facing Arizona’s rural healthcare providers and the communities they serve.
James Whitfill MD, MBA
Dr. Whitfill leads enterprise transformation at HonorHealth, one of Arizona’s largest nonprofit health systems, overseeing digital strategy, artificial intelligence, analytics, information technology, innovation and strategic partnerships. A nationally and internationally recognized speaker on healthcare transformation, AI and the future of clinical work, he focuses on practical approaches that move beyond pilot projects to achieve measurable results at scale.
A practicing physician and professor of medicine at Arizona State University, he works at the intersection of clinical care, technology and health system performance, helping health systems navigate the opportunities and challenges of digital transformation.
David Rothenberger
David Rothenberger serves as CFO of Summit Healthcare, the sole community hospital serving northeastern Arizona. He oversees the organization’s financial operations and strategic planning while helping ensure access to healthcare services across a large rural region of the state.
As rural hospitals face mounting financial pressures, workforce shortages and significant changes to Medicaid funding, Rothenberger brings a practical perspective on the challenges confronting rural health systems preparing for a rapidly evolving reimbursement environment.
Paul Rose

With more than two decades of industry experience, Paul is a nationally recognized leader in Medicare distribution, agency development, and agent empowerment. Alex Demyan, VP of government affairs for Contexture will also provide an update on Arizona’s Health Information Exchange (HIE).
