The Eric Gilbertson Advocacy Institute for Behavioral Health is designed for service recipients, family members, board members of behavioral health agencies, individuals concerned about quality behavioral health services in Arizona.
This curriculum provides a comprehensive overview of the Arizona behavioral health system and to assist you in becoming an effective advocate for those receiving behavioral health services.
The Institute provides information, training, and resources to participants on behavioral health issues as the system continues to move towards integration of physical and behavioral health.
The curriculum is designed to empower you at the individual, provider, and system level to be a voice about what works and what needs improvement. The Institute will provide participants with opportunities to meet and talk with leaders and advocates in the Arizona behavioral health system.
Additionally, you will have an opportunity to meet and unite with others who have a similar interest in creating a powerful voice on important issues.
You will also learn how various state agencies are responsible for the delivery of integrated behavioral health services and how the public policy process works at the state and national levels to impact behavioral health policy.

Alan Morgan serves as Chief Executive Officer for the National Rural Health Association. Recognized as among the top 100 most influential people in healthcare by Modern Healthcare Magazine, Alan Morgan serves as Chief Executive Officer for the National Rural Health Association. He has more than 26 years experience in health policy development at the state and federal level, and is one of the nation’s leading experts on rural health policy. Mr. Morgan served as a co-author for the publication, “Policy & Politics in Nursing and Health Care,” and for the publication, “Rural Populations and Health.” In addition, his health policy articles have been published in: The American Journal of Clinical Medicine, The Journal of Rural Health, The Journal of Cardiovascular Management, The Journal of Pacing and Clinical Electrophysiology, Cardiac Electrophysiology Review, and in Laboratory Medicine. Mr. Morgan served as staff for former US Congressman Dick Nichols & former Kansas Governor Mike Hayden.
The AHCCCS Office of Individual and Family Affairs (OIFA) and the Office of Human Rights (OHR) hold community meetings each month to help members, families, and stakeholders learn about programs and initiatives, and to solicit feedback. Scott Howell, DMD, MPH is a board certified public health dentist, an associate professor and Director of Public Health Dentistry & Teledentistry at A.T. Still University, Arizona School of Dentistry & Oral Health. Having spent the last 15 years working in various community locations including long term care facilities, community health centers, and detention centers, his work now focuses on increasing oral health accessibility both through policy changes and unique clinical approaches and systems. Dr. Howell has also begun exploring the impacts of racism on public health and is a Senior Atlantic Fellow for Health Equity.
